NOTICE OF AUTHORIZED COLD CASE REVIEW

Pursuant to Municipal Resolution 88-B, authorizing the review of unpurged cold case investigations, the Office of Municipal Records hereby announces the temporary reactivation of its Cold Case Review Initiative. Limited additional overtime has been approved for assigned investigative personnel to reexamine unresolved matters held in long-term municipal custody.

This authorization follows a scheduled consolidation of archival facilities, during which numerous dormant investigative files were identified as having remained in storage without final disposition. While some records are incomplete, misfiled, or subject to ordinary retrieval delays, the Committee has determined that the available materials warrant renewed examination before their transfer to offsite storage.

Participating detectives will work in direct correspondence with Walter Kessler, Records Archivist, Tri-State Archives Facility, who has been designated the primary point of contact for the retrieval and release of case-related documents. Requests may include incident reports, witness statements, photographic exhibits, correspondence, forensic summaries, and other records reasonably connected to the assigned investigation.

Detectives are advised that the Archives maintains only a partial index of certain historical collections. Records may be cross-referenced under alternate names, dates, or filing classifications. Accordingly, personnel are encouraged to exercise independent judgment, pursue relevant leads, and submit specific follow-up inquiries as the investigation develops.

Upon completion of their review, assigned detectives shall submit a written case determination identifying the principal suspect, probable motive, and supporting documentary evidence. The Committee will evaluate each submission against the archived record and provide a formal determination, including notice of any material evidentiary deficiencies.

This directive is effective immediately. The approved review window is limited. Detectives accepting assignment are expected to proceed with diligence, discretion, and due regard for the integrity of the archival record.
